October 2025: Scout Incentives Updates & New Chain!

For October, we’re keeping the core incentive structure from August and September while introducing two key updates:
* Linea is now included as an eligible chain.
* CDN Registry: every compliant entry will be eligible for rewards, regardless of transaction activity. Block explorer tagging is not considered.
