October 2026: Scout Incentives, Arc Mainnet & Token Formula Update
October expands Scout incentive coverage once again with the addition of Arc Mainnet.
We are also updating the Kleros Token Registry reward formula, shifting the weighting between transaction volume and its square root from 10/90 to 50/50.
This gives more weight to actual transaction activity while keeping the square-root component that prevents the most active tokens from disproportionately capturing the reward pool.
All other incentive parameters remain unchanged.
1. Incentives
Explorer Tagging Requirement for ATR and Token Submissions
To be eligible for rewards, entries submitted to the Address Tag Registry or Kleros Token Registry must not already be tagged on the reference block explorer for the corresponding chain.

Arc Mainnet Added to Scout Incentives
Starting in October, Arc Mainnet is included among the chains eligible for Scout incentives.
Contributors can now discover and submit eligible Arc contracts, tokens, and addresses to the Scout registries.
Before submitting an entry, contributors should check the Arc reference explorer:
Entries that are already tagged there will not be eligible for Scout incentives.
As with the other supported networks, already-tagged entries can still be submitted to Scout. If they comply with the relevant registry policy, they can be accepted and contribute to strengthening the Scout database, but they will not receive an incentive reward.
Note: Contract Domain Name Registry entries are not subject to the explorer tagging requirement.
2. Token Registry Reward Formula Update
Starting in October, the reward formula for successful Kleros Token Registry submissions is changing.
Until now, rewards were weighted 10% based on a token’s share of total transaction volume and 90% based on the square root of its transaction volume.
The new formula uses a 50/50 weighting between the two components.
This gives transaction activity a stronger influence on rewards, so tokens generating substantially more usage receive greater recognition. At the same time, keeping half of the calculation based on the square root of transaction volume continues to soften extreme differences between very high-activity and lower-activity tokens.
The goal is to better balance rewarding meaningful onchain activity with preventing a small number of very active tokens from dominating the incentive pool.
The new formula is:
reward_per_submission = ((token_tx / total_txns_with_all_contracts) * 0.5 * reward_pool) + ((sqrt(token_tx) / sum_sqrt_total_txns_with_all_contracts) * 0.5 * reward_pool)

3. Incentive Parameters
Apart from the changes above, the incentive pools, caps, and formulas remain unchanged for October.

Address Tag Registry
Pool: 100,000 PNK
- 93,000 PNK for successful submissions
- 7,000 PNK for successful removals
- Maximum reward per successful submission: 500 PNK
- Maximum reward per successful removal: 500 PNK
ERC-20, ERC-721, and EIP-1167 submissions remain excluded from incentives. However, they are still accepted when they comply with the registry policy.
Unused rewards resulting from the per-entry cap are redistributed among other eligible submissions.
Submissions:

Kleros Token Registry

Solana tokens must have at least 5,000 holders to be eligible for incentives.
Prediction market tokens are not eligible for incentive rewards starting in October, although compliant submissions remain accepted under the registry policy until further notice.

The formula applies to both submissions and removals:
reward = reward_pool / successful_requests
Transaction Data Refinements
Solana normalization: Solana transaction counts are adjusted to make them more comparable with EVM chains and prevent inflated activity from dominating the reward distribution.
Failed transaction filtering: Failed transactions are excluded and are not counted as successful contract activity.

- Arc Mainnet is now included among the chains eligible for Scout incentives.

- The Kleros Token Registry reward formula has been updated from a 10/90 to a 50/50 weighting between linear transaction volume and square-root transaction volume.
