November 2026: Scout Incentives, Devcon India & Agentic Court Proposal

November 2026: Scout Incentives, Devcon India & Agentic Court Proposal

November keeps the Scout incentive parameters unchanged, including the supported chains, reward pools, eligibility requirements, and formulas introduced in previous months.

This month, the Kleros team will also be attending Devcon 8 in Mumbai, India, and the community has an opportunity to participate in an ongoing governance proposal to establish Agentic Courts on Gnosis Chain.

1. Incentives

Explorer Tagging Requirement for ATR and Token Submissions

To be eligible for rewards, entries submitted to the Address Tag Registry or Kleros Token Registry must not already be tagged on the reference block explorer for the corresponding chain.

Before submitting, check the following explorers:

  • Ethereum Mainnet → etherscan.io
  • Avalanche C-Chain → snowscan.xyz
  • Celo → celoscan.io
  • Base → basescan.org
  • Linea → lineascan.build
  • Solana → solscan.io
  • Arbitrum One → arbiscan.io
  • OP Mainnet → optimistic.etherscan.io
  • Polygon → polygonscan.com
  • MegaETH → mega.etherscan.io
  • Gnosis → gnosis.blockscout.com
  • zkSync → zksync.blockscout.com
  • Robinhood Chain → robinhoodchain.blockscout.com
  • Hyperliquid / HyperEVM → hyperevmscan.io
  • Arc Mainnet → arc.etherscan.io

Entries already tagged on their reference explorer are not eligible for Scout incentives.

However, these entries can still be submitted to Scout. If they comply with the relevant registry policy, they can be accepted and contribute to strengthening the Scout database, but they will not receive an incentive reward.

Note: Contract Domain Name Registry entries are not subject to the explorer tagging requirement.

2. Kleros at Devcon India

The Kleros team will be attending Devcon 8, taking place November 3–6 in Mumbai, India.

In addition to participating in the conference, Kleros is involved in organizing the Agentic Hub and the Legal & Governance Hub, bringing together builders, researchers, and ecosystem contributors to explore decentralized dispute resolution, AI agents, and the future of onchain coordination.

If you are attending Devcon and would like to learn more about Scout, Curate, or Kleros' latest developments, feel free to reach out to the team!

3. Governance Update: Agentic Courts on Gnosis Chain

A new governance proposal, KIP-93: Courts Proposal on Gnosis Chain, Nested Agentic Courts, is currently open for voting.

The proposal aims to introduce two specialized Agentic Courts on Gnosis Chain, allowing AI agents to participate as jurors in a permissionless environment while benefiting from Gnosis' low transaction costs.

The proposed structure includes:

  1. Agentic Court (Fast): Designed for fast, low-cost dispute resolution, particularly suitable for automated agents and time-sensitive cases.
  2. Agentic Court (Standard): A second arbitration level with higher juror fees and a longer appeal period, allowing more complex disputes to receive additional review.
  3. xDAI General Court: The final escalation level, providing an additional layer of arbitration beyond the specialized Agentic Courts.

This structure could offer new dispute resolution options for applications such as Curate and other Kleros-integrated services, while allowing community members to operate their own AI jurors without the whitelisting restrictions currently present in the Court V2 beta.

The proposal is open for voting until November 6, 2026, at 15:01 UTC.

Community members are encouraged to review the proposal, share their feedback, and participate in the governance process.

4. Incentive Parameters

The incentive pools, caps, formulas, and eligibility requirements remain unchanged for November.

Address Tag Registry

Pool: 100,000 PNK

  • 93,000 PNK for successful submissions
  • 7,000 PNK for successful removals
  • Maximum reward per successful submission: 500 PNK
  • Maximum reward per successful removal: 500 PNK

ERC-20, ERC-721, and EIP-1167 submissions remain excluded from incentives. However, they are still accepted when they comply with the registry policy.

Unused rewards resulting from the per-entry cap are redistributed among other eligible submissions.

Submissions:

reward_per_submission = reward_pool * ((1 / (2 * total_submissions)) + (txns_with_contract / (2 * total_txns_with_all_contracts)))

Removals:

reward_per_removal = reward_pool / total_removals

Kleros Token Registry

Pool: 100,000 PNK

  • 93,000 PNK for successful submissions
  • 7,000 PNK for successful removals
  • Maximum reward per successful submission: 500 PNK
  • Maximum reward per successful removal: 500 PNK

Solana tokens must have at least 5,000 holders to be eligible for incentives.

Prediction market tokens are not eligible for incentive rewards, although compliant submissions remain accepted under the registry policy until further notice.

The reward formula maintains the 50/50 weighting between linear transaction volume and square-root transaction volume introduced in October.

Rewards exceeding the per-entry cap are not redistributed among other Token Registry submissions.

Submissions:

reward_per_submission = ((token_tx / total_txns_with_all_contracts) * 0.5 * reward_pool) + ((sqrt(token_tx) / sum_sqrt_total_txns_with_all_contracts) * 0.5 * reward_pool)

Removals:

reward_per_removal = reward_pool / total_removals

Contract Domain Name Registry

Pool: 100,000 PNK

  • 93,000 PNK for successful submissions
  • 7,000 PNK for successful removals
  • Maximum reward per successful submission: 500 PNK
  • Maximum reward per successful removal: 500 PNK

All compliant submissions are eligible for rewards, except entries for contracts that are already registered in the Kleros Token Registry on the same chain and address, which are not eligible for CDN incentive rewards.

Unused rewards resulting from the per-entry cap are redistributed among other eligible submissions.

Submissions:

reward_per_submission = reward_pool * ((1 / (2 * total_submissions)) + (txns_with_contract / (2 * total_txns_with_all_contracts)))

Removals:

reward_per_removal = reward_pool / total_removals

Address Tag Queries

Submissions pool: 60,000 PNK

  • Maximum reward per successful submission: 3,000 PNK

Removals pool: 6,500 PNK

  • Maximum reward per successful removal: 500 PNK

Eligible chains: All

The formula applies to both submissions and removals:

reward = reward_pool / successful_requests

Transaction Data Refinements

Solana normalization: Solana transaction counts are divided by 1,000 before being used in reward calculations, making them more comparable with EVM transaction activity.

Failed transaction filtering: Failed transactions are excluded and are not counted as successful contract activity.

Transaction history: Transaction counts are based on all-time activity, not only activity during the reward month.

Additional exclusions: Successful removals can be rewarded regardless of chain. Team-controlled wallets and entries manually excluded from incentives are not rewarded.

TL;DR

  • Scout incentive pools, caps, formulas, and eligibility requirements remain unchanged for November.
  • All previously supported chains, including Hyperliquid / HyperEVM and Arc Mainnet, remain eligible.
  • The Kleros Token Registry maintains its 50/50 transaction volume and square-root weighting.
  • Prediction market tokens remain accepted under the Token Registry policy but are not eligible for incentive rewards.
  • CDN entries already registered in the Token Registry remain excluded from CDN rewards.
  • The Kleros team will attend Devcon 8 in Mumbai, November 3–6, including activities at the Agentic and Legal & Governance Hubs.
  • KIP-93, proposing two nested Agentic Courts on Gnosis Chain, is open for voting until November 6.
